Any signage company can put a slideshow on a TV. None of them get zmanim per the Baal HaTanya, haftaros per Sefer HaMinhagim, 30 Cheshvan in a year that has not got one, or the first day of Yom Tov, which has no havdalah at all.

The zmanim are computed by the shita your shul holds — the Baal HaTanya, the Gr"a, or tzais by the Geonim — and every one of those is yours to change. In Hebrew, English or both at once, and you choose which is the bolder.
